Do characters get capitalized in the action if they have no speaking part?

I would capitalize a non-speaking character upon first appearance only.

For example:

Jeremy turns and sees a POLICE OFFICER walking his beat on the street corner.

Jeremy quickly presses himself against a building, out of sight. He peeks slightly back toward the street corner. The officer is now talking to a vendor, unaware of Jeremy's presence.
